The justification letter is the argument that connects the rejection reason to the new evidence. It should be concise enough to follow quickly but detailed enough to explain the company's position. A general request for sympathy or an urgent joining date does not establish eligibility.

How to Submit the Online Appeal
Only an authorised company representative with valid ESD Online access can initiate and submit the appeal. The expatriate cannot file it personally.
- Log in to the company's ESD Online account.
- Open the rejected application records.
- Select the Appeal function for the eligible case.
- Upload the mandatory and case-specific supporting documents.
- Read and acknowledge the disclaimer.
- Review the complete file before clicking Submit Appeal.
What Happens After Submission?
A complete appeal may take up to 30 working days to review. The company can track status through ESD Online and should monitor automated notifications. If no update is received after 30 working days, the company may contact the MYXpats Helpdesk for clarification.
If the appeal is incomplete, it may be returned for additional documents or information. The company must respond within the timeframe stated in the return notice. A returned appeal is not permission to restart the 14-day window indefinitely, so the authorised representative should monitor the system closely.
Approval, Rejection or Withdrawal
If the appeal is approved, the company receives a system notification and official approval letter. The company should then continue with the applicable post-approval and endorsement steps rather than assuming the approval alone completes the EP.
If the appeal is rejected by EC-A, the official FAQ notes that an EP case may be referred to the Ministry of Home Affairs Immigration Affairs Division, subject to that authority's procedures and discretion. This should not be treated as an automatic second appeal.
A company can request withdrawal by emailing MYXpats with a cover letter signed by the authorised endorser. The appeal committee will then record the appeal rejection on the basis of withdrawal. Because the application fee is already non-refundable after appeal initiation, withdrawal should be considered carefully.
