The Malaysia Employment Pass cancellation process should be planned before the expatriate's final working day or permanent departure. An Employment Pass is connected to the company named on it, so the sponsoring employer remains responsible for closing or shortening the pass correctly when employment ends.

In practice, people often use the word “cancellation” for several different situations. An active endorsed EP may need a Shorten Pass application. An expired EP with no recorded renewal or shortening may require Exit Clearance. An approved application that was never completed may follow a cancellation-of-application route. Choosing the wrong action can leave the company's ESD records incomplete.

Quick answer: If an EP holder will permanently leave Malaysia before the pass expires, the company must submit a Shorten Pass application through ESD Online. After approval, the holder should keep the Shorten Pass Slip during departure and present it if requested.

When Must an Active Employment Pass Be Shortened?

For an active ePASS, the official system uses pass shortening for several situations, including change of employer, change of position title, change of approving agency, change of pass type, end of service and death of the ePASS holder. The reason chosen should match the company's documents and the expatriate's actual circumstances.

The Malaysia Employment Pass cancellation process is especially important when an expatriate permanently leaves Malaysia. Current Immigration instructions require the company to shorten the pass before permanent departure, regardless of how little validity remains. Even if fewer than three days remain, the Shorten Pass application is still compulsory for permanent departure.

Who Submits the EP Shortening Application?

The sponsoring company submits the application, not the expatriate personally. The company should log in to its ESD Online account, open the Sub-Product area and select the applicable Shorten Pass function. The employer should complete the fields, upload the current supporting documents and monitor the application until it reaches the completed stage.

Once approved, the company can retrieve the Shorten Pass Slip under the completed Shorten Pass records. The pass holder should keep the slip throughout the departure process. A saved digital copy is useful, but the document should also be readily available together with the passport if Immigration asks to see it.

Documents Commonly Required for Shorten Pass

The latest checklist should always be checked before submission. The documents can differ depending on whether the physical passport is available, why the pass is being shortened and whether related family passes are involved.

  • Clear colour copy of the passport, including all pages.
  • Applicable Immigration form, such as DP11 for an Employment Pass case.
  • Company cover letter stating the reason and requested shortening date.
  • Confirmed flight ticket for permanent departure, where applicable.
  • Approval or acknowledgement for change of employer, position, agency or pass type, where applicable.
  • Additional records requested for the specific case.
  • Related principal or dependant records when linked passes also need action.

If the physical passport is unavailable, a different submission route and supporting evidence may apply. The official downloads page indicates that cancellation without a physical passport is handled through the Inspectorate Unit in Putrajaya. Companies should not use the normal file set without first confirming the correct procedure.

How to Choose the Shortening Date

The requested date should be coordinated with the last working day, payroll, tax matters, flight arrangements and any next immigration application. Shortening too early can remove the expatriate's authority to remain employed under that company before the intended final day. Waiting too long may leave the record open after employment has ended.

A change-of-employer case needs particular care. The old EP does not transfer to the new company. The current employer must close its sponsorship correctly, while the new employer prepares a separate EP application. The release letter, shortening date, travel position and proposed joining date should tell one consistent story.

What Is Exit Clearance?

Exit Clearance is not a substitute for planning a Shorten Pass before departure. It is a mandatory declaration for relevant expired EP and PVP records where no renewal or pass-shortening application was recorded in ESD Online. It confirms that the former pass holder has left Malaysia after the pass expired.

The current implementation applies to expired EP and PVP holders whose applications were approved in ESD Online from 18 November 2025 onwards. ESD Online identifies expired records and monitors whether an exit is detected for up to 30 days. The company should review the Exit Clearance area rather than assume an expired pass has closed automatically.

Exit Clearance deadline and evidence

Companies are given 30 days from the latest pass expiry date to declare the expatriate's exit information. If no exit is detected after that period, the company must complete the Pending Exit Declaration within seven days. The supporting file includes a full copy of the latest passport and one accepted form of exit evidence.

Closing only the principal pass can leave incomplete family records in the company's account.

Check each family member's passport, pass validity and travel date. If family members leave on different dates, the company may need to plan the submissions separately rather than assume one principal application closes every related pass automatically.

Employment, Tax and Departure Coordination

Immigration pass closure is only one part of the employee's departure. The employer and expatriate should separately address final salary, contractual notice, company property, Malaysian tax obligations, bank or tenancy arrangements and travel plans. These steps should be coordinated, but one does not automatically complete another.

The company should retain the approved slip, submitted cover letter, passport file, travel evidence and ESD confirmation in its compliance records. Clear records are useful if the expatriate later returns under another company or if the employer needs to explain an old pass status.
